He reorganized the empire into the Tetrarchy, dividing authority among four rulers to improve governance and defence, and implemented economic and administrative reforms to curb inflation and restore order. As a leader, he was authoritarian yet pragmatic, prioritizing stability over freedom and reshaping Rome into a more durable, bureaucratic state.
