Diocletian

Born around 244 CE in Dalmatia, Diocletian rose from humble origins to seize power after decades of instability and civil war. He reorganized the empire into the Tetrarchy, dividing authority among four rulers to improve governance and defence, and implemented economic and administrative reforms to curb inflation and restore order. As a leader, he was authoritarian yet pragmatic, prioritizing stability over freedom and reshaping Rome into a more durable, bureaucratic state.
